ПРОТИВОСТОЯНИЕ ПАРТИИ «ЦЕНТР» И ПОЛИТИЧЕСКОЙ ВЛАСТИ ГЕРМАНИИ: ПЕРВАЯ ВОЛНА «КУЛЬТУРКАМПФА»
«Культуркампф» сыграл значительную роль в становлении партии «Центр» и в истории Германии в целом. Политика канцлера по созданию сильного светского государства, держащего церковные структуры под контролем, первоначально шла на пользу империи и отвечала веяниям времени. Однако формулировки принятых законов открыли широкую возможность для полицейского произвола. И, казалось бы, справедливое стремление правительства объединенной Германии обеспечить диктат светской власти обернулось для значительной части населения империи жесткими репрессиями и гонениями. Итоги первой волны законодательства «культуркампфа» не принесли желаемых результатов: в лагере «борцов за культуру» наметился раскол, «Центр» же, напротив, усилил свои позиции и прочно закрепился на внутриполитической арене Германии.

THE CONFRONTATION BETWEEN THE PARTY “CENTER” AND THE POLITICAL AUTHORITIES IN: THE FIRST WAVE OF “KULTURKAMPF”
The paper is devoted to the problem of the confrontation between the party “Center” and the political authorities in Germany. The author points out that «Kulturkampf» was played a significant role in the formation of the party «Center» and in German history as a whole. Much attention is given to the policy of the Chancellor to create a strong secular state to control the structures of the Church. The laws were created the opportunity for police abuse. The fair commitment of the government of the United Germany to ensure the dictates of the secular authorities was turned hard repression and persecution for a large part of the population of the Empire. The results of the first wave of legislation «Kulturkampf» did not bring the desired results: in there was a split in the camp of «fighters for culture». On the contrary, the party «Center» had strengthened its position in the political arena of Germany.
