The investigation is based on the different sources, including the proclamations, the documents of personal origin, the materials of business correspondence and press. The problem has not received all the attention it deserves in spite of interest of many scholars in the evens of the December uprising. The author examines the history of creating these proclamation, their content, the process of spreading them and the results of it. It’s pointed out the aim of the Governor-General was to draw the neutral part of the Moscow population on the side of the power and to demoralize the revolutionaries protecting prestige of the authorities. But inferiority in numbers of the administration incapable to make spread these proclamations, widespread illiteracy of Moscow citizens and default of the Governor-General about the social background of the uprising and abuses of power during its suppression dropped the effectiveness of this measure in the struggle against revolution.
