PRESIDENTIAL INSTRUCTION AS A LEGAL ACT

The article analyzes the Institute of instructions of the President of the Russian Federation. The author concludes that the instructions of the President of the Russian Federation fully correspond to the characteristics of non-normative legal acts. They serve as an effective tool of presidential policy, and the introduction of appropriate amendments to the Constitution of the Russian Federation further increases their role and importance in the process of public administration.
