ВНЕШНЕПОЛИТИЧЕСКОГО ВЕДОМСТВА

Статья посвящена отдельным страницам истории Отдела печати и осведомления при Министерстве иностранных дел Российской империи. Создание этого структурного подразделения в рамках внешнеполитического ведомства было тесно связано с активным использованием в публичной дипломатии одного из главных видов средств массовой информации в начале XX в. – периодической печати. Одной из главных задач Отдела печати и осведомления МИД являлось освещение внешней политики своей страны за границей, а, следовательно, формирование соответствующих внешнеполитических взглядов у зарубежной аудитории, а также оказание влияния на принимаемые там властные решения. Восстановление механизма функционирования официальной линии во внешнеполитических вопросах представляется возможным лишь при условии учета всех факторов, влиявших на формирование позиции страны в различных вопросах международного взаимодействия. Феномен публичной дипломатии открывает дополнительные возможности в реконструкции этих реалий. Источниками для написания статьи послужили документы Архива внешней политика Российской империи (АВП РИ).

OF THE MINISTRY OF FOREIGN AFFAIRS OF THE RUSSIAN EMPIRE

AS A TOOL OF PUBLIC DIPLOMACY

OF THE FOREIGN SERVICE

The article focuses on some fragments of the history of the Department of Press and Information of the Ministry of Foreign Affairs of the Russian Empire. The creation of this structural unit within the framework of the foreign ministry was closely connected with the active use in public diplomacy of one of the main types of media at the beginning of the 20th century – periodical press. One of the main tasks of the Department of Press and Information of the Ministry of Foreign Affairs was to cover the foreign policy of the country abroad, and therefore to form appropriate foreign policy views among the foreign audience, as well as to influence the government decisions made there. The restoration of the mechanism of functioning of the official line in foreign policy issues is possible only under the condition of all the factors affecting the formation of the country’s position in various issues of international cooperation being taken into account. The phenomenon of public diplomacy offers additional opportunities in the reconstruction of these realities. The sources used for writing the article include documents of the Archive of the Foreign Affairs of the Russian Empire (AFA RE).
