RUSSIAN PROVINCIAL PERIODICAL PRESS of the 1860s.: FACTORS OF FORMATION

The article deals with little-studied issues of the history of the private periodical press, which was issued in different regions of the country in the second half of the 19th century. As the object of his research, the author chose private publications of the Russian province of the 1860s. On the basis of the analysis of the censorship legislation of that time, by attracting previously unknown documents and materials, the article outlines the features of the bureaucratic mechanism for controlling the provincial press. The author comes to the conclusion that the system of control over the press in the province that was created and did not meet the tasks of reforming the country demonstrated its limitations in practice. At the same time, the course of reforms in the country, especially the implementation of the Zemstvo reform, the interest of the authorities themselves in developing “press freedom” and obtaining reliable information from the field, gave new impetus to the development of the local press in the 1860s. The main new phenomenon in the spiritual life of the province is the appearance of a rare type of publication, a private social and political newspaper, against the background of traditional types of press (information sheets). Another important trend is the increase, despite artificial restrictions, the number of provincial publications.
