THE SYSTEM OF THE VOYAL AND COUNTY GUARDIANSHIPS IN THE CASE OF UNDERSTANDING THE FAMILIES OF THE LOWER CITIZENS, CALLED FOR THE WORLD WAR I (INITIAL STAGE OF ACTIVITY)
The war did not catch Russian authorities unawares in the matter of providing families of lower ranks, called up for military service, because as early as September 1, 1913, a new law came into force that regulated the relations of the state with the families of those who had to sacrifice their lives on the fronts of the World War I. However, in the new military conditions, need to be done a lot of things to ensure that the legislative norms are embodied in real life in order to take into account the numerous problems that arose in the way of implementing the law. One of the most important structures designed to solve these problems was volost and county guardians, which were created urgently in all provinces and regions of the Russian Empire during the first days of the war. The history of their creation, the problems they encountered in their practical activities are described in this article.
