ДИСКУССИЯ ВОКРУГ ПОЛЬСКОГО ПРОЕКТА «ВОСТОЧНОГО ЛОКАРНО» НА VIII СЕССИИ АССАМБЛЕИ ЛИГИ НАЦИЙ (СЕНТЯБРЬ 1927 г)
В статье на основе архивных документов, материалов печати, опубликованных дипломатических документов и исследовательской литературы рассматривается судьба польского проекта «Восточного Локарно», изложенного на VIII Ассамблее Лиги Наций в сентябре 1927 г. В данном проекте отразилось стремление польской дипломатии под прикрытием резолюции в духе Женевского протокола 1924 года обеспечить международную гарантию собственной территориальной целостности, что вызвало неприятие у членов Совета Лиги – Великобритании, Германии, а также Франции, вынужденной ради сохранения партнерских отношений с Лондоном и Берлином пожертвовать интересами своего союзника. Дискуссии, развернувшиеся вокруг проекта, продемонстрировали разницу в отношении великих держав и малых стран к проблеме международной безопасности, а также неготовность Великобритании связывать себя гарантиями обеспечения безопасности других стран за пределами уже взятых на себя в Локарно обязательств. Лига Наций в данных дискуссиях выступала, с одной стороны, в роли форума, где малые страны могли озвучить свои требования касательно обеспечения собственной безопасности, а с другой, в роли инструмента, с помощью которого великие державы направляли дискуссии в нужное им русло, что позволяло им обеспечивать собственные интересы. Итогом дискуссий, развернувшихся вокруг проекта, стало принятие резолюции декларативного характера, имеющей исключительно моральную силу, что означало поражение польской (и частично французской) дипломатии и торжество германской.

DISCUSSION AROUND THE POLISH PROJECT OF THE «EASTERN LOCARNO» AT THE VIII SESSION OF THE ASSEMBLY OF THE LEAGUE OF NATIONS (SEPTEMBER 1927)
The article focuses on the history of the Polish «Eastern Locarno» project set forth at the VIII Assembly of the League of Nations in September 1927. Used sources include archive documents, press, published diplomatic documents and research literature. The mentioned project reflects an intention of Polish diplomacy to provide an international guarantee of Polish territorial integrity under cover of the resolution in the spirit of the Geneva Protocol (1924). That caused rejection among such members of the Council of the League as Great Britain, Germany and also France that was forced to sacrifice its ally`s interests to maintain partnerships with London. The discussions held on the project showcased the difference of attitudes of the Great Powers and smaller countries towards the subject of international security. Alongside that, they highlighted that Great Britain was not ready to commit to provide security of the countries outside of obligations established at Locarno conference. In discussions mentioned above the League of Nations played the role of a public forum where smaller countries could voice out their requirements on providing their own security. Alongside that, The League of Nations acted as a tool of great powers to guide the discussions in needed directions, which allowed them to maintain their interests. The outcome of the discussions that unfolded around the project was the adoption of a declarative resolution which was entirely morally enforced, which meant the defeat of Polish (and partially French) diplomacy and the triumph of German diplomacy.
