CONSERVATIVE REVOLUTION AND COMMUNIST STRATEGY IN THE PRESENTATION OF ERNST JÜNGER

The article analyzes the ideological ideas of the conservative revolution on the example of the works of Ernst Jünger. The problem of political and ideological interaction of conservative revolutionaries and German communists in the field of countering the political principles of the Weimar Republic is considered. The author studies the features of understanding the essence of political transformations assumed by these political trends, identifies common features suggesting the possibility of political interaction. The illusory political interaction between the conservative revolution and German communism in the years of the Weimar Republic is proved. The flexibility of the political approaches of the conservative revolution in an effort to influence the German population is being studied.

As the title implies the article describes the attempt to analyze the role of postcards in the propaganda of the World War I. It gives a detailed analysis of some of the caricatures used by the military propaganda. A detailed study and analysis of the cartoons depicted on postcards will help to make a more accurate picture of the peculiarities of the formation of the stereotype «German-barbarian» among the French population

INFORMAL ORGANIZATIONS OF MOSCOW AND SAINT PETERSBURG PROFESSORS IN 1917-1923

In the second half of 19th century and in the beginning of the 20th century there emerged circles of Russian professors and students where the participants discussed scientific and socio-political issues. After the revolution of 1917, during the 1920s some рrofes-sors of Moscow and Leningrad universities continued to use these circles as informal organizations for free debates. It is possible to have information about content of these debates thanks to materials of Academic case. Moscow university professors had systematical meetings where Petersburg professors were presented from time to time. I.V.Gotie, M.K. Liubavskii, M.M. Bogoslovskii, D.N. Egorov, A.I. Iakovlev, S.V. Bakhrushin, S.K. Bogoiavlenskii, S.B. Veselovskii were the main participants of these meetings. Sometimes S.F. Platonov visited them and informed his colleges about political news. Usually professors discussed different themes – political news in USSR and foreign ones, election in Academy of sciences, economic situation in USSR, Narcompros activity, emigration, intervention in USSR. They were disagreed with Soviet political system and supposed that this system will be crash down in future because the main part of the population of the USSR is peasantry – petty bourgeois class. At the end of the 1920s this circle stopped existing.

THE COMPARATIVE ANALYSIS OF POLITOGENESIS (ON THE EXAMPLE OF ANCIENT RUSSIA, ENGLAND, BULGARIA, POLAND, CZECHIA) THE INSTITUTIONALISATION OF ISTPROFS WITHIN THE STRUCTURE OF SOVIET TRADE UNIONS

In recent decades, there has been an interest in comparative methods in historical research, in which the comparison of phenome-na and processes is of paramount importance. The use of comparative analysis based on the methodological apparatus of political anthropology helps to trace the general patterns in the development of types of socio-political organization from individual tribes to the early state In this article it is noted that Ancient Russia, having passed 4 stages of politogenesis (a stage of development of separate independent polities; a unifying stage; a unification stage; a stage of transformation), according to the author, came to the form of the political organization — «early state», similar to England, Poland, Bulgaria and Czechia. The analysis of reforms of Vladimir in Russia, Alfred in England, Boleslav in Poland, Krum in Bulgaria, Boleslav II in Czechia on the formation of the state demonstrates a high degree of influence of the personal factor of the ruler on the processes of formation of States. The existing similarity of the activities carried out by the leaders aimed at the institutionalization of power is noted. Thus, the com-parative analysis shows us a high level of similarity of the final polities formed during the stategenesis of the compared states, but shows the difference in the ways and mechanisms of its occurrence.

FOREIGN TRADE POLICY OF NAZI GERMANY WITH THE COUNTRIES OF SOUTHEAST EUROPE ON THE EVE OF THE SECOND WORLD WAR

In article on the basis of contemporary records and the research literature trade relations between Germany and the countries of southeast Europe on the eve of the Second World War are characterized. The importance of this region for needs of German economy in the conditions of forthcoming war and an establishment of sea blockade, and also structure of mutual deliveries is considered. The greatest value for Germany from the southeast region was represented by the supply of non-ferrous metals, oil and food products. In order to interest these countries the Nazi leadership proposed to carry out the settlement not in hard currency, but through the conclusion of clearing agreements, that is, by bank transfer. Germany also set a favorable exchange rate for the countries of southeastern Europe and higher prices for purchased goods than on the world market. The states of southeastern Europe, frightened by the economic crisis and fierce competition from the United States, the USSR and Canada, could not find a consumer to export their agricultural products and willingly went on expanding trade with Germany. The Nazi leadership used trade expansion in this region to strengthen its political influence, which increased especially after the Munich Agreement and the be-ginning of the Second World War.

THE CONTRIBUTION OF RUSSIAN BUSINESSMEN IN THE DEVELOPMENT OF RESORTS OF THE SOUTHERN COAST OF THE CRIMEA IN THE END OF XIX — BEGINNING OF XX CENTURIES.

The article deals with the contribution of entrepreneurs of Central Russia in the socio-cultural development of the southern coast of Crimea and the formation of Crimean resorts, the development of charity in the Crimea. The new realities of the development of modern Russia as a Federal state make it urgent to study the issues related to the return of Crimea to Russia. The subject of this study is the history of the emergence and development of the Crimean resorts in the second half of XIX – early XX centuries., a significant contribution to the development of Central Russian benefactors southern coast of Crimea. The factors promoting development of the Crimean resorts are revealed, features of formation of resort business in Gurzuf, Simeiz, Alushta and Yalta are defined. As a result of the study, the little-studied pages of the history of the participation of Russian entrepreneurs in the development of charity on the Crimean Peninsula are covered. The contribution of Industrialists And entrepreneurs p. I. Gubonin, S. I. Maltsov to the infrastructure of Gurzuf and Simeiz, N.D.Stakheeva in the development of education and culture of Alushta. Features of development of the resort of Yalta which was arranged well at the expense of financing of city government, unlike Gurzuf, Simeiz and Alushta financed at the expense of representatives of the Russian Industrialists are revealed. The questions of social responsibility of business in historical retrospect are analyzed.

POLICY OF HAFEZ ASSAD TOWARDS THE SYRIAN DRUZE COMMUNITY: POLITICAL AND IDEOLOGICAL ASPECTS

The article is devoted to the study of the relations between the regime of Hafez Al-Assad (1970-2000) and the Druze community — a compact ethno-religious minority which constitutes 2-3% of the Syrian population and dwells primarily in the southern governorate of Suwaida. Being the most secretive and self-contained group of the Syrian Arab Republic’s population, the Druze had been opposing the central Syrian government for decades irrespective of the latter’s ideological affiliation or policy adopted. In order to put an end to the exclusiveness and closeness of the rebellious and particularist community the Ba’thi government had to implement a series of socio-economic, political and ideological measures which were aimed at breaking down traditionally high role of the feudal notability, authority of religious powers, and symbols and manifestations of the Druze confessionalism. Both these measures and new forms of the Druze political participation in political life are examined in the article below.

MAIN CONCLUSIONS OF THE CONTENT ANALYSIS OF SCO MEMBER-STATES’ NARRATIVE BEFORE INDIA AND PAKISTAN JOINING

The article explores the member countries’ narrative development within the Shanghai Cooperation Organization applying the method of content analysis. Declarations of the Shanghai Cooperation Organization, speeches of SCO secretaries-general and interviews of the political leaders of the SCO countries were used for the study. The author identifies both general and distinctive features of the activities of each participating country within the Organization. It is noted that at the dawn of the SCO activity more attention was paid to the security issues, namely, on countering terrorism, separatism and extremism, and solving cross-border problems. Over time and with changes in the global environment, namely, after the crisis of 2008, China paid more attention to the development of economic cooperation within the Organization, which was transferred to the Central Asian republics’ narrative as well. Russia remains the only country placing the development of military and political cooperation in the SCO on the predominant place.

THE TAX POLICY OF ROBERT WALPOLE 1730-1736

The article discusses the influence of the tax policy of British Prime Minister Robert Walpole on the social strata of British socie-ty in the years 1730-1736. The head of government proposed to the House of Commons to carry out a number of tax reforms to supplement the country’s budget. Walpole enlisted the support of the Whig in the parliament among the large British landowners, reduced the land tax and tried to impose an excise on the overwhelming majority of British goods. But the Walpole excise scheme was not supported by the opposition, the crown and the vast majority of the population. As a result, the excise project was decided to replace the tax on alcohol products. However, a high tax on alcoholic beverages introduced in 1736 did not increase the popularity of Walpole.

OBSERVATION AND REFLECTIONS ON THE PROGRAM OF LECTURES BY S.M. SOLOVIOV, 1848-1849

The article is devoted to the important sources which brings a light to history of Soloviov’s teaching and investigating in Mos-cow university – a programs of lectures which he delivered in 1848-1850’s. These programs show that young professor developed some Karamzin’s traditions and in the same time deviated from them. The main feature of his work was investigation of the materials of Russian history in XVII c. which were unknown to science of Soloviov’s time. Soloviov paid the main attention to political events. In 1850-1851 he began to deliver Russian history in XVIII с. It was unknown field of history in Soloviov’s time. Later he stopped lecturing of ancient Russian history. From 1860’s this history had become an introduction to modern Russian history, it inflated of new ideas. So, the programs 1848-1850s are very important as a sources about the earliest period of scientific activi-ty of the outstanding historian. In these programs the basis of famous “History of Russia from Ancient Times” was began to create.

THE EARLY IRON AGE SETTLEMENT IN THE BASIN OF THE UPPER DESNA AND SUDOST IN THE LIGHT OF NEW ARCHAEOLOGICAL DATA

The article discusses the results of archaeological surveys of hill forts of the early Iron Age (e. I.A.) in the basin of the rivers Desna (Negotino-8, Olsufyevo) and Sudost (Izdezhichy) on the territory of Bryansk region. The detailed description of the studied archeological heritage is given, their cultural and chronological attribution is made, and the analysis and typological Dating of archaeological finds (stucco ware, jewelry, elements of clothes and household items) is made. New archaeological finds, including those first discovered in the Bryansk region, are being introduced into scientific circulation. According to the results of the studies, the Dating and cultural affiliation of a number of fortified settlements of the early Iron Age is specified in the considered region, active contacts of the local population (mainly of the Yukhnovo archaeological culture) with the neighboring tribes of the forest zone of Eastern Europe (Dnieper-Dvina, Milograd and upper Oka archaeological cultures), as well as the influence of the Scythian archaeological culture are traced. At the end of I Millennium BC in this area the bearers of the Zarubintsy culture appear, which led to changes in the material culture and distinguishing in some of fortified settlements of the horizon of “the top layer of Poluzhskoye settlement» type.

Taranovsky “Overview of the monuments of the Magdeburg Law of Western Russian cities of the Lithuanian era” (Warsaw, 1897). Using previously unknown sources, the role and influence of professors of the University of Warsaw on the formation of the scientific biography of Taranowsky, the place of a book about Magdeburg law in the work of a scientist is shown.

REVOLUTION OF PRICES IN EUROPE AND HER INFLUENCE ON SOCIAL AND ECONOMIC CONJUNCTURE OF MUSCOVY

In the present article, a problem is set concerning the correlation the revolution of prices in Europe with the Moscow state in the 16th century. A historiographic analysis of the concepts related to this problem is carried out. On the basis of sources, some analytical concepts have brought into the research turnover for a more detailed consideration of the social and economic spheres of the Muscovy. Search for new research strategies is offered to resolve the issue in mind with regard to previous work inconsistency. The actuality of the work is due to a unique character, since in the historiography it has made exceptionally indirect attempts to solve the problem.

The article studies the emergence of the oldest lobbying institution of the Roman Catholic Church in the United States — the Bureau of Catholic Indian missions. The author analyzes the main reasons that triggered the creation of the first permanently functioning Catholic institution aimed at promoting the interests of the church in the US federal authorities. The article presents an overview of the main lobbying technologies used by the Bureau and the results of its activities.

The article described the situation that existed in the Southern United States in the first half of ХХ-th century. Affected the political, social, economic and religious spheres of life of the southern society. The violence, which had been largely racist and had dominated the southern States for centuries, had prevented that American region from developing successfully. Racial intolerance was characteristic not only of the southern States, but of the country as a whole. Racial segregation divided society into two components and was the cause of many crimes.

«HATE GROUPS» AND RACIAL DISORDERS IN THE UNITED STATES AT THE TURN OF THE XX AND XXI CENTURIES

The article deals with manifestations of racism and racial problems in modern America affecting the political situation. The emergence of numerous «hate groups», uniting predominantly of white racists, nationalists and the supremacists, and the increased conflicts based on racial hatred indicate the serious challenges faced by the country. The future of the United States depends on the ability of the political elite and civil society respond adequately to the crisis. The analysis of the problem shows that latent racism has been prevalent in the country. Some extremists have moved on to carry out terrorist acts. In the future, racial conflict is likely to be mitigated, but it is not possible to meet the interests of all parties which are involved by using management strategy. America’s transformation into a multicultural country is inevitable, where white citizens are becoming a minority and losing their dominant position in a number of spheres of public life.

THE REVOLUTIONARY GOVERNMENT OF FRANCE AND THE ARMY IN 1793-1794.

The article deals with the problem of the relationship between the Committee of Public Salvation and the national army in 1793 and the first half of 1794. The tightening of military control was part of the concept of the universal centralization of all spheres of the state. At this time, the military control system was built in the form of a vertical: the Committee — military commissars — commanders of armies. The main activities of the Convention and the government on the organization of the republican army in 1792-1794 are shown. The activities of the military section headed by Carnot and the evolution of the institute of military commissars are thoroughly consecrated. Special attention is paid to the most productive missions of Saint-Just to the Rhine and Northern armies in 1793-1794. The contribution of French scientists to the defense of the Republic is noted.

DIVNOGORSKIE CAVES OF FOREST-STEPPE DON REGION ON THE SOUTH RUSSIAN FRONTIER

Frontier research is a topical issue of scientific discourse, revealing insights into various processes of public life. In the forest-steppe Don region of the South Russian frontier different ethnic and cultural groups and political entities interacted. This factor contributed to emergence of such a phenomenon of spiritual life as a cult cave digging. In the Golden Horde times Divnogorsky cave monastery was created here, which reflected Byzantine influence on Russian-Orda borderlands. Monastery ceased to exist in late 14th century, whereupon it was revived in the mid-17th century, when the region started active development as a result of governmental colonization from central regions of Muscovy and free colonization from the Dnieper area. The region develop-ment was important in strengthening of the country South from attacks of the Crimean and Nogai Tatars. The monks from Little Russia, who came here with a Cossack regiment, had already tried the ascetic tradition of cave digging developed at home. In the future, as the Southern border of Russia was moving to the sea, the forest-steppe Don region lost its meaning of political and mili-tary frontier, having kept by the 19th century the features of ethnic and cultural frontier within the framework of such European region as Slabozhanshchina. The tradition of veneration of Kiev Pechersk Lavra well developed in Little Russia interacted here with the local tradition of caves cult development, which led to rise of folk cave digging. In Don Divnogorie, in addition to the caves in both Malye and Bolshie Divy, the cult catacombs were also developed in urochishche Shatrishche and near sloboda Sel-javnoe. In the forest-steppe Don region in general, by the end of the 19th century, there were about fifty religious caves. In addi-tion to fronted character of the territory the friendly environment — outcropping of white writing chalk — was by no means important. The methodological basis of the study was the historical-genetic method and comparative analysis.

INSTITUTION OF «DOGIQUES» IN JESUIT MISSION IN 17th-CENTURY NEW FRANCE

 Jesuit missionaries in 17th-century New France with zeal to Christianize the autochthon peoples of region, have faced problems, unknown persons or not up to the end comprehended with the point of view both order missionary tradition, and all experience of a Latin church in relations with the peoples of other cultures and religions. First of all, or of rather remote and remote position new converted is a question not so much of christianisation of pagans, how much about maintenance of cleanli-ness of belief of neophytes in the conditions of domination of a nomadic way of life. For the purpose of preservation of a Chris-tian way of life in these difficult conditions the Canadian Jesuits willingly went on cooperation with representatives of native congregation, transferring its some representatives certain priestly functions (first of all, baptism and the sermon), thereby, trans-forming them into «native clergy» (dogiques and «captains of prayers»).

THE PECULIARITIES OF AGRICULTURAL DEVELOPMENT OF TROUBCHEVSK OPOLie IN THE EARLY IRON AGE (ON MATERIALS OF THE HILLFORT LBISHE)

The problem of farming of the carriers of the Yukhnov archaeological culture is discussed based on the materials of the town of Lbische (Monastyrishe), investigated by V.Padin in the Trubchevsky district of the Bryansk region Russia (Middle Desna). The hillfort is located within the Trubchevsk opolie. The author identified fine artifacts, studied tools of labor, and carried out an analysis of the landscape in the area of the ancient settlement. The opinion on the combination in different landscapes of hoe, slash-and-burn and arable farming is confirmed. It is assumed that the main grain crop of the inhabitants of the settlement was millet.

PAROLE AS AN INSTITUTION TO PROMOTE THE CRIMINALLY-EXECUTIVE RIGHT

The article analyzes the essence and importance of parole as an institution to promote law-abiding behavior of convicts. Various points of view of scientists, on the essence of the importance and necessity of parole as a type of encouragement are considered. The conclusion is made, in accordance with the opinion of the scientific community and the results of a survey of correctional officers and convicts on parole as an effective mechanism to stimulate socially active behavior of convicts. Considered and analyzed the critical comments about parole as an institution for the promotion, recognized by the author are untenable. The author focuses on the imperfection of the legislation in the application of parole from serving a sentence in connection with the use of evaluative formulations and categories, and in connection with the difficulties of law enforcement, as well as the need to improve both existing measures to stimulate law-abiding behavior, and the development of new ones with their normative consolidation. The criteria according to which the courts could confidently say about the absence of the need for full serving of sentence by convicted persons are highlighted. The question of direct interrelation of conditions of serving of punishment and socially signif-icant behavior of the condemned is considered. The author comes to the conclusion that it is mutually beneficial to apply parole from serving the sentence to both the convicted person and the society.
