НАУКОЕМКИЕ ПРОИЗВОДСТВА И СПЕЦИФИКА ИХ ФИНАНСИРОВАНИЯ: ЗАРУБЕЖНЫЙ ОПЫТ
В контексте уровня развития наукоемкой экономики большинства постсоветских стран, характеризующегося огромным дефицитом и разобщенностью научно-исследовательских кадров, и недостатком инновационных идей для коммерциализации, концентрация инновационных усилий государства и бизнес-сообщества исследование проблем эффективного финансирования НИОКР представляется более чем целесообразным. Развитие механизма финансирования получает поддержку со стороны государства в качестве компонента его общей политики в поддержку развития науки и технологий. В настоящей работе проведен обзор основных отличий наукоемкого производства от традиционного, а также специфика финансирования наукоемких производств. Кроме того, в статье раскрывается опыт финансирования наукоемких производств в США, как лидера в области высоких технологий, и Китая, как лидера по экспорту высокотехнологичных отраслей промышленности.

SCIENTIFIC PRODUCTION AND THE SPECIFICITY OF THEIR FINANCING:
FOREIGN EXPERIENCE
In the context of the level of development of the knowledge-based economy of most post-Soviet countries, characterized by a huge shortage and fragmentation of research personnel, and a lack of innovative ideas for commercialization, the concentration of innovative efforts of the state and the business community to study the problems of effective financing of R&D seems more than appropriate. The development of the financial mechanism receives support from the state as a component of its overall policy in support of the development of science and technology. In this paper, we review the main differences between high-tech production from the traditional one, as well as the specifics of financing high-tech industries. In addition, the article reveals the experience of financing high-tech industries in the United States, as a leader in high technology, and China, as a leader in the export of high-tech industries.
