THE POLITICAL LEADERSHIP IN THE CITY GOVERNANCE OF RUSSIA IN 19TH CENTURY (TOWARD THE EXAMPLE OF MOSCOW CITY HEAD OF PRINCE A.A. SCHERBATOV)

 

The problem of leadership is one of the key when studying the problems of state and local governance in the history of Russia. Of particular importance are the qualities of a political leader and a managerial leader in critical periods of rapid reform activity, the transformation of society, the transition from old established forms of social ties to new, not fully developed and not fully developed. Such an era was the time of the «Great Reforms», an integral part of which was the creation of a system of urban self-government. The success of the actions of the first governing bodies of a new type, in many respects, was determined by the set of qualities that their leaders possessed. Head of Moscow City Administration, Prince A.A. Shcherbatov became an example of public ministry at the post of Moscow Mayor. This article attempts to identify a set of qualities that enabled him to take a leader in the Moscow city community, as well as the conditions and factors under the influence of which they appeared. The result of the analysis was the conclusion that the set of traits (both personal and professional) that Prince A.A. developed in himself Shcherbatov, allowed him to speak, both as a democratic leader and, as a charismatic leader. This is precisely what can explain the success of his activities at the post of Moscow Mayor.
