PEASANT COMMITTEES OF PUBLIC MUTUAL ASSISTANCE OF THE BRYANSK PROVINCE IN THE FIRST YEARS OF THE NEP

The main purpose of the article is to analyze the development of the activities of peasant committees of public mutual assistance in the Bryansk province as one of the forms of social security of the Soviet village in the first years of the new economic policy. The methodological basis is the most important principles of historical science: social and systemic approaches, objectivity in the presentation of factual material. On the basis of archival sources, publication of normative documents, materials of the Central and local press, reports of government authorities, the article focuses on the process of creating krestkoms in the Bryansk province, reveals the main functions of this organization, sources of income, and interaction with organizations. In conclusion, it is concluded that the peasant committees of public mutual assistance had a great impact on the reconstruction of the village and became one of the mass public organizations in the first years of the new economic policy in the Bryansk province. Krestkoms, which stood between village councils and the community, could also turn into effective public institutions of self-government in the village, become the germ of civil society.
