STATE FOOD POLICY IN RUSSIA THE FIRST HALF OF THE XVIII CENTURY

The purpose of this study is to study the participation of state power in the formation of the food supply system for Russia’s population in the first half of the 18th century, whose economic situation was undermined by regular crop failures and famine. The article discusses the legislative activity of Peter I and his successors in assisting the population of the provinces, comprehended by crop failure. The source base of the study is the legislative acts of the first half of the XVIII century and materials contained in the Russian State Archive of Ancient Acts, most of which are put into scientific circulation for the first time. The lack of use of archival sources entails the absence of special works on the studied issues, which greatly impoverishes the historiography of the issue. Moreover, an analysis of sources and research literature allows us to conclude that the legislative activity of the Russian monarchs of the first half of the 18th century laid the foundation for formalizing state participation in ensuring the food security of the population in a separate branch of government and laid the foundations for a further state food system.
