THE FOUNDATION AND ACTIVITIES OF THE EXTRAORDINARY STATE COMMISSION FOR THE INQUIRY AND INVESTIGATION OF THE ATROCITIES OF GERMAN-FASCIST INVADERS (1942-1945)

This article focuses on the history of foundation and the initial stage of activities of the «Extraordinary State Commission for the Inquiry and Investigation of the Atrocities Of German-Fascist Invaders and their Accomplices and the Damage to Citizens, Collective Farms, Public Organizations, State Enterprises and Institutions of the USSR Caused by them» (ESC) founded on November 2, 1942 by the Decree of the Supreme Soviet of the USSR. The authors disclose the principles of the activities of the ESC and the regional commissions formed in the Oryol and Bryansk regions, analyze their structure, the principles underlying the investigation of Nazi crimes in the occupied territories on the basis of documents stored in the central and regional archives, as well as publications in the periodical press. The materials of the commissions were used in the trial of Hitler war criminals and their crimes at the Nuremberg Tribunal, they were used as a basis for the prosecution during the trial in Bryansk in December 1945. The chronological framework of the events presented in this article covers the period 1942-1945, the time of the active work of regional commissions.
