CHARITABLE SOCIETY OF THE MINISTRY OF JUSTICE OF THE RUSSIAN EMPIRE (1895 — 1917) AS AN INSTITUTE FOR SOCIAL PROTECTION OF PUBLIC SERVANTS

In our article, using the example of the activities of an organization unknown to historians — the Charitable Society of the Ministry of Justice of the Russian Empire, we show the manifestation of state policy to support employees, at the expense of their more wealthy colleagues. Society, like the emerging fund, were additional institutions of mutual assistance in the system of justice bodies. They strengthened corporatism in law enforcement agencies, and made it possible to retain those employees who could leave due to difficult material conditions. Salaries and additional payments for officials of the Ministry of Justice remained almost unchanged from the 1860s to the 1900s, and they became poorer, the level of corruption grew. Only the support of colleagues allowed officials to remain in the system. The leaders of this society (Muravyov, Koni, etc.), uniting the majority of the empire’s lawyers, strengthened their own political position. The aim of the work is to identify the features of the state subsidiary pension policy in the justice authorities. In the course of the study, problem-chronological and structural methods were used. Research on this topic is being conducted for the first time. Archival materials on the work of the society (documents, reports, minutes of meetings, financial documents) have not yet been found. The main material is contained in indirect sources of organizations similar in type of activity and in printed reports of the society.
