WORKING CONDITIONS AT THE ENTERPRISES OF THE MOSCOW PROVINCE AT THE END OF THE XIX CENTURY

The article examines the working conditions in the factories of the Moscow province in the period from 1882 to 1900. The author has studied the main problems associated with low air quality, poor lighting and workload of working spaces. Such indicators as the concentration of workers at the enterprise, the quality of ventilation, the size of the premises and the frequency of their cleaning, the presence of various gases and impurities on the territory of factories, the location of bathrooms and heating of premises are analyzed. Based on the reports of factory inspectors of the Moscow province, conclusions were drawn about the unsatisfactory working conditions of workers at a significant part of enterprises, as well as mechanisms for solving individual problems were identified. The author notes that over a twenty-year period, legislative acts regulating the arrangement of working spaces in factories and factories have not been developed. Supervision of enterprises was within the competence of the factory inspection, but the inspectors did not have the tools to influence the owners of enterprises, but only had the opportunity to make prescriptions that could lead to fines in the future. Due to the lack of an effective mechanism encouraging manufacturers to improve the working conditions of workers, the problems that existed at the enterprises remained unresolved.
