GOVERNORS’ ASSESSMENT OF THE ADMINISTRATIVE REFORM PROJECT DEVELOPED BY THE COMMISSION OF M.S. KAKHANOVA (ON THE EXAMPLE OF THE TVER GOVERNOR A.N. SOMOV)

The article analyzes the work of the commission headed by M.S. Kakhanova. The task of the commission was to develop a project for the reform of local administrative institutions in order to bring them into line with the requirements of the time. The activities of the commission, the results of its work and the review of the reform project by the most experienced Tver governor A.N. Somov, who served in this position for more than 15 years. The study used both universal scientific methods and special methods of historical research, determined by the specifics of the problem posed and source material, namely: the problem-chronological method, the method of comparative analysis, the systematic method. In the process of developing the draft reform, the government drew attention to the fact that it did not take into account the reactionary course of the autocracy. The composition of the commission has been changed. As a result of this process, the reform project changed significantly: provisions on all-estate volosts and rural societies were excluded from it, the rights of zemstvos were left the same, and the role of the nobility in the local self-government system was strengthened. It was decided to keep the system of provincial and district institutions. D.A. Tolstoy, in his report to Alexander III on the results of the work of the Commission on February 22, 1885, focused on the «liberal orientation» of the developed project. The project of local government reform, developed by the commission under the leadership of M.S. Kakhanov was not implemented. The structure, functions and principles of interaction between local administrative institutions were preserved until February 1917, the events of which were approaching, perhaps due to the lack of reform of the state apparatus.
