THE STATUS OF A. DEMIDOV’S MINING COMPLEX IN ALTAI IN THE ADMINISTRATIVE LEGAL FRAMEWORK OF SIBERIA IN THE SECOND QUARTER OF THE XVIII CENTURY
Russia’s transition to the early Imperial state model in the first quarter of the XVIII century required qualitative changes in the management model, for example realization of departmental and sectoral distinctions, incorporating of large private economic units in the regional and national structure. The purpose of the article is to analyze the formation and key parameters of the status of the Kolyvan-Voskresensk plants (Kolyvan-Voskresensk mining department) in the administrative legal system of Siberia during the period, when the industrial complex belonged to A. Demidov. The research was based on the materials of the collections of the Russian State Archive of Ancient Documents and the State Archive of the Sverdlovsk Region, as well as some published documents. The author shows that the formation of the Demidov’s industrial district in Altai at the initial stage the level and nature of the realization of institutional and functional distinctions did not allow to completely overcome the legal unsettled situation in this area. Most of the critical problem of intersectoral cooperation in relation to the Kolyvan-Voskresensky plants were regulated in the early 1730s. The civil authorities made attempts to covertly resist the strengthening of the influence of A. Demidov’s private ownership structures and his mining complex in the administrative system of Siberia in second quarter of XVIIIth century.
